This division includes the provision of advice and assistance to businesses and other organisations on management issues (for example, strategic and organisational planning; financial planning and budgeting; marketing objectives and policies; human resources policies, practices and planning; production scheduling and control planning).
This division also includes:
- the overseeing and managing of other units of the same enterprise or group of enterprises, i.e. the activities of head offices

This division excludes:
- activities by which income is generated by advertising are classified according to the actual activity (e.g. publishing of advertising newspapers)
- sale of advertising time or space directly by owners of the time or space (publishers, etc.), see the corresponding activity class
